Challenge

The Contra Costa Water District was faced with an expiring lease on an existing building for their Construction and Engineering departments. W.E. Lyons was selected through the competitive bid process to deliver a new building via the “design-build”
delivery method. Prior to starting the building design, the team provided the district with a comprehensive site analysis process,
evaluating three different possible sites. A balance between high
building security and inviting public access to the building had to be maintained.

Solution

The design-build team worked closely with the District utilizing “user-group focus sessions” to carefully plan the layout of the new Administration Building. Since the new building houses the District’s Emergency Operations Center, the structural framework of the building was designed as an “essential facility”. Security was also carefully addressed allowing public acess at pre-determined areas within the new structure.
